Mr. Frumble buys a new TV antennae but his attempts to get better reception land him stuck in a paint–splattered garbage can and looking like a 'Bucketman From Outer Space.' He causes panic in Busytown until Huckle and Lowly see him in danger and hurry to help. They rescue Mr. Frumble and even help him get perfect TV reception.
